Why do people say Duncan is better than Dirk alltime because of rings and forget he played on a better team?

If Dirk and Duncan traded places, Dirk would have 4 rings and Ducan would have zero. It's not because Dirk is soft, it's because he's lacked another star or even 2nd-tier player.
